Consul General Aoki began his assignment here in September 2020. He had previously served as the Managing Director of the General Affairs Department at the Japan Foundation, where he was tasked with the development and the implementation of a new Japanese Language exam called the JFT-Basic. The following is from an interview we had with Consul General Aoki, in which he shares his thoughts to students learning Japanese, and who want to, someday, study in Japan.―Could you tell us about your work as Consul General?he Consulate General of Japan in Honolulu was established in 1885, when the first Japanese immigrants came to Hawaii based on an agreement between the Government of Japan and the Kingdom of Hawaii. The consulate's main mission was to protect Japanese immigrants and provide them with necessary support and assistance. Today, these remain an important priority, but strengthening the relationship with the local Nikkei has also become a vital part of its function. Moreover, we are working hard to further develop the relationship between Japan and Hawaii in various areas, such as politics, security, economy and culture.art of my duties as Consul General is to strengthen relationships between Japan and the state Sendai Ikuei Gakuen High SchoolAt the Japan-U.S. Joint Memorial Ceremony at Ford Island, Consul General Yutaka Aoki and Rear Admiral Robert Chadwick, Commander, U.S. Navy Region Hawaii, paid tribute to the fallen of Pearl Harbor, both Japanese and American.and city governments, as well as the community through participation in various events and collaborations with local organizations. Unfortunately, soon after I arrived here, all previously-held annual events were suspended due to the COVID-19 pandemic.―What kind of relationship does Hawaii and Japan share?n 2019, before the spread of COVID-19, n spite of the situation, a very special annual event, the Joint Memorial Ceremony, co-sponsored by the Consulate General of Japan and the Navy Region Hawaii, was held at Pearl Harbor, and later streamed on video. This ceremony was held to pay tribute to the fallen of Pearl Harbor, both Japanese and American, on that fateful morning of December 7, 1941.1.58 million Japanese tourists visited Hawaii. Since Japan's population is about 120 million, it means that more than one in 100 Japanese visited the islands. Inasmuch as how Japanese people have a deep appreciation for Hawaii, the locals here have a strong affinity toward Japan, partly due to the Japanese culture being so deeply integrated into Hawaii's communities.iving here for almost a year now, I have come to understand the true meaning and magnitude of the welcoming Spirit of Aloha that Hawaii has been long known for, and which remains one of its greatest charms. I am grateful to the local people for their kindness, warmth and hospitality.―Could you tell us about the Japanese Language exam (JFT Basic)"?efore I came to Hawaii, I worked for an organization called the Japan Foundation for two years. At that time, I was tasked with creating a new exam for Basic Japanese (JFT-Basic). This exam was created along with the establishment in Japan of a new residency status for Tokuteiginou (specified skilled workers) for young Asians who are seeking work in industries such as nursing care, tourism, or food service.o work and live in Japan, you need to have some Japanese language proficiency, and this exam is to determine if you have reached the “A2” level of the Common European Framework of Reference for Written in two languages[Ms.Nami Grafia][Mr. Yuta Makino]Languages (CEFR). It is only conducted in Asian countries and, unfortunately, cannot be taken in Hawaii.personally believe that, in order to attract the best and brightest job candidates to Japan, it would be helpful to create a test that determines a higher level of Japanese language proficiency and skills (equivalent to “B1” or “B2” in the CEFR) by implementing testing via microphone and the utilization of AI. or more information, please refer to: https://www.jpf.go.jp/jft-basic/e/about/index.html―What do you think is the advantages of learning Japanese/studying in Japan?ue to the complicated grammatical structure, among other things, the Japanese language is often said to be difficult to learn. Having said this, however, I believe learning Japanese opens the door for new challenges, and offers a rewarding sense of accomplishment when you master the language.n the Japan Foundation website, there are many articles, including those containing interviews with foreigners who work in Japan.lthough living in a foreign country comes with its own set of challenges, the opportunities you are poised to gain from them are priceless. I, myself, gained so much from my one year of studying in America. Admittedly, there were many lifestyle and communication differences, but I was committed to overcoming them and eventually learned to develop a deeper understanding and appreciation of them.―Do you have any advice for those who are interested in studying in Japan?he U.S. and Japan share a very powerful bond, and Hawaii serves a key role in connecting our two nations. Therefore, it is my hope that those of you who are currently studying Japanese will someday become an integral part of the growing endeavor to strengthen this important global relationship.he Ministry of Foreign Affairs in Japan offers government-issued scholarships for foreigners. At our Consulate office, you can apply for three types of scholarships. There is the research student scholarship for those who are at the graduate level, and are interested in doing research in Japan. The Japanese language and culture research student scholarship is for undergraduates who are majoring in Japanese. And the vocational training student scholarship is for those who aim to obtain technical skills at vocational schools.
